Cox is, first of all, short for Cox Communication, Inc. It is the third-largest broadband company in the U.S. Using its nationwide IP network, the company provides advanced internet, digital video, telephone and home security, and automation services in 18 states and for 6.5 million residences.
What Is Frontier?
Frontier, also short for Frontier Communications, is also a broadband U.S. company offering similar services as those of Cox, except for some differences we will see below.

The cheapest plan is that 0f $19. 99 which provides subscribers an internet speed of 25 Mbps

Has no cheaper plans like those of Cox but at similar highly-priced plans, Frontier charges fewer amounts compared to Cox
At a Max download speed of 500 and a Max upload speed of 500, Frontiers charges only $39. 99 per month
The cheapest plan is that of $39. 99 which offers subscribers an internet speed of 500 Mbps
Offers upload speeds of up to 880 Mbps

Good question. Even though personal preferences and reputation in communities will play a significant role in which of these ISPs you end up choosing, I would like to recommend one for you.
If you are cutting back on expenses and are on some sort of a tight budget, Cox is definitely the choice for you either for internet or for TV bills. If you would much rather have faster internet at a cost-effective price, not oh-so-expensive but a bit of that too, then go for Frontier. But if only Frontier DSL and not Frontier Fiber is available in your place then stick to Cox all the same. Frontier DSL is much slower than Fiber and more expensive than Cox.
